Maine Program Provides Alternatives to Prison for People with Substance Issues

The Penobscot Adult Treatment and Recovery Courts are specialty dockets that provide alternatives to prison for individuals whose crimes have been fueled by a serious substance use disorder, with either drugs or alcohol.

The individual enters into a plea agreement and accepts the conditions of the program, with the understanding that any deviance from those conditions will nullify the agreement.

Some of the conditions include: intensive judicial oversight by probation officers, case managers, treatment providers, and others; individualized treatment plans; community supervision; and frequent, random drug testing.
