F.A.R.T. Act [VIDEO]

The White House has written draft legislation that would allow the President to ignore rules of the World Trade Organization if he deemed them unfair to the United States. It is called, ready?, 'Fair And Reciprocal Tarif' Act.  Also called, the 'F.A.R.T. Act'

And congress would have to pass the F.A.R.T., for it to be legal.

I feel like I'm in grade school again, giggling at this.
