Police say a man with a manslaughter conviction is suspected of shooting another man in the leg at a Hampden trailer park.

According to the BDN, 53-year-old Rodger Penmen is charged with elevated aggravated assault and reckless conduct with a dangerous weapon. His victim was shot once in the thigh, but the injury did not appear to be life-threatening.

Police say the victim is a Newburgh resident who was visiting a friend in the park when the incident occurred. The shooting is believed to have been the result of a confrontation between Penmen and the victim's friend, when Penman walked through the other person's yard. The two have a history of not getting along, according to police. The two argued and then Penmen pulled out a gun and shot the person. Police say there were several witnesses to the incident.

Penmen's manslaughter conviction was in 1988 in Utah, where a charge of criminal homicide was dropped and he was convicted of manslaughter. No further details are available at this time.
