High Occupancy Vehicle lanes - they've got 'em in big cities. HOV lanes typically require a carload of 2-3 or more persons to use them, but some people find ways around that. These lanes are usually faster than the regular traffic lanes because less vehicles are in the HOV lanes.
This is a perfect example of why animals need to be in a crate when riding, or at least not in the front seat where they can disrupt the driver. Although this is cute and funny, it's a car accident waiting to happen!
