A Waterville man is facing charges after federal officials allegedly found explosive devices in his house.

What Devices Were Seized by the FBI?

Xavier Pelkey, 18, is facing a federal charge of possession of unregistered destructive devices. FBI agents went to Pelkey's Front Street home on Friday and allegedly found several explosive devices that bomb experts say consisted of fireworks that were taped together. According to the KJ, each device had tacks, staples, and other sharp implements attached to the outside, which the experts said would act as shrapnel. Pelkey allegedly told officials he wanted a 'bigger boom.'

What is Considered a 'Destructive Device?'

Bomb experts determined that the items met the requirements of destructive devices, as per federal guidelines. According to the Department of Alcohol, Tobacco, and Firearms, a 'destructive device' is:

  • A missile having an explosive or incendiary charge of more than 1/4 oz.
  • Any type of weapon by whatever name known which will, or may readily be converted to expel a projectile, by the action of an explosive or other propellant, the barrel or barrels of which have a bore greater than one-half inch in diameter.
  • A combination of parts designed and intended for use in converting a device into a destructive device and from which a destructive device can be readily assembled.

Details about what led the FBI to the North Street home have not been revealed other than that it's part of an ongoing investigation. Pelkey was taken to the Somerset County Jail.
