Police were actively seeking Elliott on felony warrants for theft and burglary when he was spotted driving a dark-colored truck. Police attempted to stop on the vehicle, but the chase began in Clinton near mile marker 138 on Interstate 95.

Elliott then left the highway and led police on a 30-minute chase before he was stopped by police spike mats. Elliott remained in his vehicle for several hours and was believed to be armed with a handgun. Police later determined it was a pellet gun.

He made statements that he wanted to be killed by police before eventually surrendering to police.
