Mainer Charged with Manslaughter for Crash that Killed 2 DOT Workers

An Augusta woman is facing multiple charges for a crash that killed 2 members of a DOT road crew.

Augusta, Maine Woman Charged with Manslaughter for Double Fatal Crash

Samantha Tupper, 34, of Augusta, was indicted this week by a Kennebec County Grand Jury in connection with a double fatal crash in January.

James Brown, 60, and Dwayne Campbell, 51, both of Waterville, were killed in the incident that happened on January 13, 2026.

A third worker was injured but survived.

An investigation into the crash determined that Tupper, who was driving a minivan, failed to stop at a posted stop sign on I-95 southbound, near mile marker 127 in Waterville.

The stop sign was posted at the end of the Kennedy Memorial Drive on-ramp.

Tupper continued onto the interstate and tried to enter the passing lane, where a tractor-trailer struck her van.

The collision forced Tupper's vehicle into an active Maine Department of Transportation work zone, striking three workers.

Two of them, Brown and Campbell, were killed.

Samantha Tupper is facing multiple charges for the crash, including:

• Manslaughter (2 counts)
• Aggravated driving to endanger (2 counts)
• Endangering the welfare of a child (2 counts)
• Aggravated assault (1 count)

Tupper remains at the Kennebec County Jail, pending her initial court appearance.
