The story is from Florida, where the regular postal worker doesn't have an issue delivering mail in the clothing optional neighborhood, but the substitute says she doesn't want to deliver there, because the nudity offends her. There actually are many cases where the Post Office doesn't have to deliver mail.  Snarling dogs, territorial turkeys, bedbugs, and now nudity.
