IRS Phone Scam Recorded on Video–Costing Americans Millions [VIDEO]

ABC News records a phone scam that is currently sweeping the United States. Crooks posing as the Internal Revenue Service tricks people into believing that they owe back taxes, and then threatens to have authorities come to their house to arrest and handcuff them.
